Apply for European disabled person's parking card

A European disabled person's parking card allows people with a disability to park in general disabled parking spaces without paying. Drivers and passengers can apply for this parking card.

You can pick up your document at a municipal counter when you show your collection receipt. Due to the coronavirus no more than 100 people will be allowed in the central hall of City Hall Spui and the Leyweg City office. Once this maximum has been reached, you will have to wait until there are fewer visitors. You will then be able to pick up your document.

You will need a European disabled person's parking card for drivers or the combination drivers/passengers to apply for a Disabled resident's parking permit (Bewonersparkeervergunning voor gehandicapten, BVG). This parking permit allows you to park in all paid parking spaces in The Hague.

Conditions

    Needed for your application

    • Attach a recent passport photo taken by a professional photographer to your application form. Write your name, initials and date of birth on the back of the photo and stick the photo to the application form.
    • Are you applying for a European disabled person's parking card for drivers? Then you must also attach a copy of a valid driving licence.

      Apply

      Due to the measures to contain the spread of the coronavirus, The Hague’s Public Health Department (GGD Haaglanden) is currently not conducting any medical assessments. You will therefore not be able to apply for a European disabled person’s parking card, a disabled resident’s parking permit or an individual disabled parking space.

      After you apply

      You pay the costs for the medical assessment in advance. Your application will then be forwarded to a doctor or advisor at the GGD. You will be asked to come in for the medical assessment.

      Do you meet the conditions for a European disabled person's parking card based on your medical assessment? Then you will receive notification from the Municipal Parking Division within 1 week.

      Pick up the card within a few days at City Hall Spui or the Leyweg City Office.

        Fees

        • The European disabled person's parking card costs € 36.55 in 2020.
        • A medical assessment costs € 207.24 in 2020. An expedited medical assessment costs € 267.19 in 2020.

        Pay the medical assessment in advance

        You must pay for the medical assessment in advance. It is not possible to pay for the assessment at the counter of the GGD.

        Transfer the amount for the medical assessment to: IBAN NL85 BNGH 0285 1383 75 payable to Gemeente Den Haag GGD/SMZ. State 'medische beoordeling' as well as the name and initials of the applicant.

        Pay for the card when you collect it

        You pay the costs for the card when you pick it up at the city office. You can pay in cash or use a bank card at the city offices.

        Compensation

        Do you have a low income? Then you can apply for compensation of the costs for the parking card.

        Extend the parking card

        You will be notified before your parking card expires.

        • Does your medical situation need to be reassessed? You will then be notified 2 months before the expiration date.
        • Is a reassessment not required? You will hear this 1 month before the expiration date.

        Switch the number plate

        No number plate is printed on your parking card. Will you be getting another car? You do not need to inform the municipality. Do you have a Disabled resident's parking permit? Inform the municipality about the new number plate.

        Cancel in the event of death

        Has the user of the card died? Cancel the European parking card as quickly as possible. Send a letter with the parking card to:

        More information

        • A European disabled person's parking card is valid throughout the Netherlands and in all European Union member states. The card is valid for a maximum of 5 years.
        • A European disabled person's parking card allows you to park your car for free in a general disabled parking space in The Hague. Place your European disabled person's parking card behind the windscreen.
        • You may not park for free in parking garages in The Hague. You may also not use the European disabled person's parking card to park for free in other paid-parking spots .
        • Your disabled parking card also allows you to park in spots where parking is prohibited. These spots are indicated by the E1 traffic sign, see www.verkeersbordenoverzicht.nl. This is free, but you may not leave your car standing for longer than 3 hours. You should therefore clearly display a parking disc next to your parking card.

        Transportation for a facility

        Are you in charge of the (collective) transportation of people with a disability who are living in a facility (articles 5 and 41 of the WTZi)? It is possible to apply for a European disabled person's parking card for the facility.

        The parking card states the surname of the director of the facility and the name of the facility. The card is not restricted to a specific vehicle. Use the form below to apply for a disabled parking card for a facility.
