Property value

The rules for assessing the property value for homes and other properties in the Netherlands can be found in the Valuation of Immovable Property Act (Wet Waardering Onroerende Zaken, or WOZ). The property value (WOZ value) is the amount that your residential property or business premises could fetch on a certain date, the reference value date. The property value is stated on the assessment for municipal taxes which is sent by the municipality to owners and users each year. It is used to calculate how much you have to pay in property tax (OZB).

For the 2021 tax year the reference value date is 1 January 2020.

The property value is used by the municipality to calculate the property tax. Other agencies using this municipal information include:

  • the Tax and Customs Administration (Belastingdienst)
  • the water board
  • mortgage lenders
  • landlords

How is the property value determined

To determine the property value the municipality looks at the sales data around the reference value date. For commercial properties the rental data will also be taken into account. The municipality also looks at characteristics of your residential property or business property, such as the:

  • location
  • surface area
  • state of repair (condition)

Permanent market analysis

In order to calculate the property values well, the municipality researches the market. This is why new owners and tenants receive a questionnaire: the ‘Permanent Market Analysis’ (PMA) form. They need to complete this form and send it to the municipality. The answers provide the municipality with information about the condition of the residential properties and business premises which were sold.
