Apply for priority housing
Are you urgently looking for a home? You may be able to get a declaration of urgency. This means you get priority for social housing. On this page you can find the information you need to apply.
- You have been registered for more than 2 years in The Hague or in another municipality in the Haaglanden region.
- You are in an emergency situation, and it is not your fault.
You cannot get a declaration of urgency in the following situations:
- You are not in an emergency situation.
- Your emergency situation is caused by something you did yourself.
- Your emergency can be solved without moving to another home.
- Your income is too low to support yourself and pay for housing.
- Your income is high enough to solve your emergency situation.
- You or a family member applied for an urgency certificate less than 2 years ago. Has your situation changed since then? Only then will the municipality look at your new request.
- You expect to find a home within 3 months via the website of Begin external link: Woonnet Haaglanden(External link), end external link. (in Dutch).
- You are going through a breakup or separation.
- You want to have children or have recently had a child.
- You have problems with neighbours.
- Your home has little or no maintenance, or problems with damp, draughts, or mould.
- You are at risk of losing your home, and it is not your fault. For help go to the Begin link: Homeless counter, end link. .
- You are 18 years or older.
- You have Dutch nationality or a valid residence permit for the Netherlands.
- You are not in an emergency situation caused by something you did yourself.
- Your income is no more than € 49,669 for a single-person household, or € 54,847 for a household with more family members.
- You have been registered continuously for at least 2 years in the Personal Records Database (BRP) of The Hague or another municipality in the Haaglanden region.
- You live in your own home with your own:
- entrance
- house number
- facilities, such as a kitchen, bathroom and toilet
- You are registered with Woonnet Haaglanden. You have responded to housing offers on the website for 3 months, but you did not find a suitable home.
- You have not refused a suitable home.
- You have taken all possible steps to solve your situation (for example, by asking for help at the Juridisch Loket (legal helpdesk), or by reporting neighbour nuisance or poor maintenance to your landlord and the municipality).

Needed to apply
- A description of your emergency situation
- Your income information from the past 3 months: salary slips, monthly benefit statements, or a balance sheet from your bookkeeper or accountant (for you and your partner)
- A rental contract or purchase deed
- Legal documents which show who has custody of an underage child and where the child lives
- Do you meet the conditions? Fill in the questionnaire on the website of the Begin external link: Urgentiewijzer(External link), end external link. (in Dutch). You will get an advice about whether you can get a declaration of urgency. You can decide to schedule a chance-assessment appointment.
- Did you receive a positive advice? Then register on the website of the Begin external link: Urgentiewijzer(External link), end external link. (in Dutch). After that you can apply for the declaration of urgency.

You pay € 88.50 for a declaration of urgency. You can pay this amount via iDEAL.
You must also pay this amount if:
- you do not receive the declaration of urgency
- your application is not processed (for example, if documents are missing)
You will receive a letter within 8 weeks. If it takes longer, you will get a letter explaining the delay.
Do you disagree with the decision? You can Begin link: file an objection, end link. .
Has your situation changed in the meantime? The municipality will then look at whether you can get a new declaration of urgency.
Will your home be demolished or renovated? Then you may be able to get a declaration of urgency. This does not go through the Urgentiewijzer. Contact your housing association for more information.
