Renew driving licence without fixed domicile

Do you have a Dutch driving licence but you are not registered with the Personal Records Database (BRP)? Then you may submit an application to renew your driving licence at the municipality in which you are currently residing.

In the following situations you will need a Certificate of Fitness from the Central Office for Motor Vehicle Driver Testing (CBR, Begin external link: www.cbr.nl(External link), end external link. ):

  • You are 75 years of age or older.
  • You will be issued a driving licence with a shorter validity period on medical grounds.
  • You want to extend a driving licence in category C, D or E.

To apply for a Certificate of Fitness, you will need a Begin link: Statement of Health, end link. .

To obtain a driving licence, you need to meet 1 of the following conditions:

  • you have a passport from one of the EU or EEA countries or Switzerland.
  • you have a valid residence permit.

You renew your driving licence:

  • before the expiry date.
  • after the expiry date.
You are not permitted to drive with an expired driving licence. You may only drive again once you have renewed your driving licence.

As of 1 January 2014 the age that drivers of motor vehicles and motorbikes (category A and B) need to have a medical examination was raised from 70 to 75 years of age. This means that as of 2014, the following rules apply when renewing your driving licence:

65-70 minimum of 5 years, maximum of 10 years no medical examination needed based on your age*
70-75** maximum of 5 years no medical examination needed based on your age*

* A driving licence can be issued for a shorter period of time and a medical statement can be required on medical grounds. More information can be found on Begin external link: rdw.nl(External link), end external link..

** If your driving licence expires on or after your 75th birthday, you will always need a medical examination based on your age.

Application for a driving licence: € 51.10

These fees must be paid upfront when you submit your application. You can pay in cash or use a bank card at City Hall Spui. You can only use a bank card at the Leyweg City Office. Unfortunately it is not possible to pay with a credit card.

The Dutch Road Transport Directorate (RDW) will notify you when you can collect your driving licence at the municipality.

This procedure also applies if you are applying for a driving licence for the first time without a fixed domicile.

  • Make an online appointment to renew your driving licence.
  • Go to the Department of Public Service counter in person to apply for your driving licence.
  • The municipal official will forward your application to the RDW.
  • The RDW will review your application and will send a notification to the address you provide once the licence is ready to be collected.
  • Pick up your driving licence in person at the same Begin link: city district office, end link. where you applied for it. You must collect it within 3 months after you apply for it. After that the document will be invalidated and the municipality will be obliged to destroy it. If you would like a driving licence after this 3-month period, then you will have to apply and pay for it again.
