Parking permit for residents

Do you live in or will you be moving to an area where paid parking is in effect? A parking permit for residents allows you to park there without having to pay for parking.

You can apply for a parking permit if you live or are going to live in the Municipality of The Hague. The resident's parking permit is linked to the car's number plate. If you have more than 1 car, you will need to apply for a parking permit for each car individually.

Required documents for the application

In a number of cases you will need to submit extra documents with your application:

  • A lease contract in your name if you drive a leased car.
  • A declaration by your employer if you drive a company car. The declaration must state that you need the vehicle on a permanent basis or occasionally (once in a while) for your work. The number plate must be included in the declaration.
  • A digital version of your car's registration if you drive a car with a foreign number plate.
  • A declaration by the owner or manager of the garage indicating that your parking space is temporarily occupied or not available. The declaration must state that you currently are not using the parking space and that no other parking spaces are available at the moment. The declaration may be a maximum of 1 week old. People using a Staedion or Q-Park garage do not need to send a declaration.
  • A copy of your purchase deed or rental contract if you are not yet registered at the address for which you are requesting the permit.
  • A copy of your privileged person's identity card if you are not going to register in the Municipal Personal Records Database (BRP).

    Conditions

    • You are or your spouse/unmarried partner is the owner of the car and you live together at an address in an area where parking permits are needed to park. View The Hague’s paid parking areas on this map. You also do not live in 1 of the areas designated as a public transport area: the Energiekwartier and CS-Oost/Grotiusplaats.
    • You are registered in the Municipal Personal Records Database (BRP) of The Hague at the address for which you are requesting the parking permit or you have a purchase deed or rental contract if you are not yet registered at the address. See 'Required documents for the application'. This does not apply to privileged persons, for example, embassy staff. They should use the Parking permit application form (PDF) at the bottom of this page.
    • You can (temporarily) not use your private parking spot, for example, in a garage or on your own property (which you rented or purchased).
    • Are you sharing a car? Then there are additional conditions for car sharing.
    • Is your car longer than 6 metres or higher than 2.40 metres or do you drive a camper? Then other conditions apply.
    • The basic rate applies to the first parking permit granted at 1 address; there is a more expensive rate for each additional permit. This is also true if you are renting an apartment in a multi-tenant building or complex. The municipality will check to see how many times the waste tax is being charged to your address. Do you pay the waste tax separately? Then you will pay the basic rate for the resident's parking permit.
    • The resident's parking permit does not work on the basis of an hourly parking credit. The permit entitles you to unlimited parking in the areas in which the permit is valid. Read the conditions for the use of your parking permit.

    Parking permit is not valid everywhere

    There are a number of zones in The Hague where you can park primarily by paying at a parking meter or using a mobile phone. Parking permits will not be issued for these zones or will have a limited validity. Permit holders will be allowed to park in shopping streets only in the evening and at night. Residents of a shopping street may use their permit to park in nearby streets during the day. Permit holders will be informed of this when they apply for their permit.

    This does not apply to other areas, such as around the Palace Promenade and in De Resident. These commercial areas have few on-street parking spots because they are part of a shopping and business zone. Only a limited number of parking permits will be issued for these zones. The on-street parking spots are meant for people parking for a short time (maximum of 2 hours; a maximum of 1 hour around the Palace Promenade). Residents there need to make use of their own parking spots and will not be able to buy a permit for residents or visitors.

    There is a one-time fee of € 14.05 for each application in 2019.

    The start and end date of the permit year depends on the area for which you have a permit. The rate can therefore differ from the amounts in the table.

    How long does it take?

    Applying through internet:

    • If you pay with iDeal: The parking permit can take effect immediately.
    • If you pay an invoice or by direct debit: The parking permit can take effect after 10 working days.

    Applying through internet for a future address:

    • You can pay by direct debit only. The parking permit can take effect after 5 working days.

    Applying in writing:

    • If you pay by direct debit: The parking permit can take effect after 5 working days.
    • If you pay an invoice: The parking permit can take effect after 10 working days.

    Applying in person:

    • If you meet all the conditions, you can pay by bank card. The parking permit can take effect immediately.
    • If the municipality needs to investigate your application, you will pay by direct debit. The parking permit can take effect after 5 working days.

    Are you disabled?

    Then you may be able to apply for a disabled resident's parking permit. This permit allows you to park in all paid parking spots in The Hague.
