Vote by proxy in the Provincial Council and Water Board elections
The Provincial Council and Water Board elections will be held on Wednesday, 15 March 2023. Are you unable to vote in person on this day? Then you can give somebody permission to vote on your behalf. You give this person an authorisation (proxy).
The person voting on your behalf (the authorised person) is allowed to vote on behalf of a maximum of 2 other people for the same election. The authorised person has to cast the proxy vote(s) at the same time he casts his own vote.
You can authorise somebody in 2 ways: by using the back of your voting pass or by using a written authorisation.
Using your voting pass
- Ask somebody who also lives in The Hague to vote on your behalf.
- Fill out the back of your voting pass. You will receive your voting pass 3 weeks before the election day.
- You and the person voting on your behalf (the authorised person) both have to sign the voting pass.
- The person voting on your behalf takes the completed and signed voting pass with him to the polling station. The person casts your vote at the same time he casts his own vote.
- When casting his vote, the person voting on your behalf must show (a copy of) your identification. This person can also show your identification on a smartphone or tablet.
The person you authorise to vote on your behalf by using the voting pass must also live in The Hague.
Written authorisation
You can use a written authorisation if you would like to arrange a proxy before you get your voting pass.
Were you registered as living in The Hague on 30 January 2023? Then you can request the written authorisation at the Municipality of The Hague.

Request it at the election counter
You can still request a written authorisation at the election counter in City Hall (Spui 70) until Tuesday, 14 March at 12.00 hrs. Both of you need to bring a valid identity document to the election counter.
You and the person voting on your behalf need to visit the election counter together. You and the person voting on your behalf will both fill in part of a form. Both people need to provide a signature. You will get the legal proxy (volmachtbewijs) right away. This person can use this to vote on your behalf. If he has a written authorisation, the authorised person does not need to show identification for you when he goes to vote.
