Vote by proxy in the Dutch parliamentary elections

Are you not able to vote in person on election day? Then you can authorise someone else to vote on your behalf (proxy vote).

The authorised person is allowed to be a proxy for a maximum of 2 other voters. This person has to cast the proxy vote(s) at the same time as his or her own vote.

You can authorise somebody in 2 ways: private authorisation on the back of your voting pass or written authorisation.

Private authorisation

  • Authorise someone else to vote on your behalf using the private authorisation on the back of your voting pass (onderhandse volmacht). This person must also live in The Hague.
  • Fill out the back of your voting pass. You will receive your voting pass 3 weeks before the election day.
  • The person who will vote on your behalf (the proxy) must fill in his information.
  • Both you and your proxy have to sign the back of the voting pass.
  • When casting the vote, the proxy has to show your proof of identity (or a copy of it). The proxy can also show your proof of identity on a smartphone or tablet.

Written authorisation

You can use a written authorisation if you would like to authorise a voter who does not live in The Hague. Request a written authorisation from the municipality where you were living on 1 February 2021. If this is The Hague, you can request the written authorisation like this:

  • Download the L8 form. Or pick up this L8 form at the election counter in The Hague City Hall. You can do this as of Wednesday, 24 February 2021.

    • You and the person who will vote on your behalf (the proxy) each fill in a section of this form and sign it.
    • If you are turning it in at the election counter, you need to show your proof of identity.
    • The completed and signed form can be:

      • scanned and sent by email to: verkiezingen@denhaag.nl or
      • sent by post to: Unit Verkiezingen, Postbus 84008, 2508 AA Den Haag or
      • turned in at the counter in City Hall (Spui 70)
    Let op!

    • Do not forget to take your proof of identity with you to the election counter.
    • The municipality must have received your form by Thursday, 11 March 2021.
    • If your application is approved, the person who will vote on your behalf will get a proxy which he or she can use to vote on your behalf.
