International Centre for Counter-Terrorism (ICCT)

The International Centre for Counter-Terrorism (ICCT) – The Hague is an independent knowledge centre that focuses on creating, collating and disseminating information related to the preventative and international legal aspects of counterterrorism.

Two Thematic Pillars

  1. Researching the international legal aspects of counterterrorism and the question of impunity of alleged terrorists.
  2. Examining and identifying the factors contributing to the choice made by individuals or groups to employ political violence in order to achieve their political goals.

Connecting experts, policymakers and practitioners

The core of ICCT’s work centres on themes such as de- and counter-radicalisation, human rights, impunity, the rule of law and communication in relation to counterterrorism.

Functioning as a nucleus within the international counterterrorism network, ICCT – The Hague will work to connect academics, policymakers and practitioners by providing a platform for productive collaboration, practical research, exchange of expertise and analysis of relevant scholarly findings. By connecting the knowledge of experts to the issues that policymakers are confronted with, ICCT – The Hague contributes to the strengthening of both research and policy. 

The institute will initially employ 12 research fellows and in the future will welcome more fellows from all over the world.

Founding institutions

The ICCT is made up of a consortium of three Hague-based institutions:

  • the T.M.C. Asser Instituut
  • the Centre for Terrorism and Counterterrorism of the University of Leiden Campus The Hague
  • the Netherlands Institute of International Relations ‘Clingendael’.

The International Centre for Counter-Terrorism is being financed by the Netherlands Ministry for Foreign Affairs and was officially opened on 31 May 2010. The institute stems from a 2008 request from the Dutch Parliament.
