Apply for an all-in-one building permit

Would you like to build or renovate, change the use of a building, change a building listed as a monument, cut down a tree or make a driveway? Check whether you need an all-in-one permit for building, rebuilding or renovating.

When should you apply?

You should apply for an all-in-one building permit for the following activities:

  • placing a sign, roof structure, roof dormer, roof terrace, solar collectors and panels, or dividing an independent living space into 2 or more independent living spaces (activity: construction work)
  • constructing or renovating a building or changing a use which deviates from the regulations for the prevailing municipal zoning plan (activity: contravening spatial planning rules)
  • changing buildings designated as a municipal or national monument (activity: work affecting protected monuments)
  • providing overnight shelter or daytime accommodation to children or people who are physically or mentally disabled (activity: fire safety measures)
  • placing advertising stickers or signs on or on top of a building facade (activity: advertising)
  • demolition work (for demolition of a protected monument or a building in an area with protected status)
  • constructing or changing cycle paths, paved surfaces or a protected wildlife area and in some cases painting facades (activity: carrying out construction work, not being a building)
  • cutting down trees (activity: tree cutting)
  • establishing or changing a business or industrial installation (activity: starting a company). You can do this by notifying the municipality. More information can be found at www.aimonline.nl.
  • constructing driveway or changing an existing driveway (activity: constructing an exit or changing an existing exit).

Is a permit needed or not?

Do a permit check in the Omgevingsloket Online (OLO) and see whether you need a permit. Tick the type of activity which applies to you in the permit check. This could be several activities. Afterwards you will need to answer a number of questions.

In the OLO can you find:

  • conditions for the dimensions for a roof dormer or extension
  • conditions for the circumference of a tree or the size of the garden where the tree is standing.
Archaeology is not yet included in the permit check in the OLO.

A permit is not always needed for minor building work. Read more under permit-free building.

Would you like to close and/or dig up the road to carry out the activities? For example for building or renovating a building or for redesigning or maintaining roads, streets, parks or tram rails? Then you need consent. Also see Instemmingsbesluit wegopbrekingen aanvragen (in Dutch).

Will these activities also have an effect upon the accessibility management network (netwerk Bereikbaarheidsregie)? Then you have to:

  • register your project with the municipality before you request consent
  • go through the so-called BVC procedure.

Fees

You will need to pay a fee for a number of all-in-one building permits. You will find the fees in the fees directive for the all-in-one building permit of the Municipality of The Hague. If your application is rejected or dismissed, you will be reimbursed for part of the fees paid. You can read more about this in the fee regulations.

In some cases you can request a refund for part of the fees which you paid for an all-in-one building permit.

Discount on building fees

Are you planning to build or renovate to make your property more sustainable? Then you may qualify for a discount on the building fees.

How long does it take?

  • Most applications take 8 weeks. The municipality has the right to extend the period 1 time by up to 6 weeks. If the municipality allows the maximum processing period to elapse, the permit is automatically granted ‘by default’.
  • An application for extensive work can take 26 weeks. This period applies, for example, to an application to establish or change an organisation (‘environmental’ permit), work affecting protected monuments (sometimes), changes to a zoning plan or fire safety measures. If the municipality allows the maximum processing period to elapse, the permit is automatically granted ‘by default’.
  • You will receive a letter stating how long the procedure will take.

Get a quick permit for minor building work

You can get a permit for minor building work within a few weeks. For example, for placing an extension, roof dormers, skylights, solar collectors and panels. See Quick permits for minor building work.

Apply

The application form can be found in the Omgevingsloket Online (OLO). In many cases, you only need to apply 1 time for the all-in-one building permit for different activities. It also indicates what kind of information you need to submit.

You need a DigiD for your application. If you do not have a DigiD, apply for one on www.digid.nl. Companies use eHerkenning 2 (EH2, see: www.infomil.nl/eherkenning).

    Feasibility of permit application

    Are unsure whether your permit application is achievable? Or does it appear from the information during the consultation hour that your plans do not satisfy the policy? Then you could consider an initial ruling on the all-in-one building permit application.

    The feasibility of your plans depend on the information you provide. The municipality must be able to assess this information according to the applicable rules.

      Keep your neighbours informed

      The municipality will assess your application according to the applicable rules and will also look at what is at stake for your neighbours. If the municipality takes a favourable decision, your neighbours have the right to speak out. They can file an objection to an (automatically) granted all-in-one building permit.  

      It is important to maintain good relations with your neighbours if you are planning to do building work. There are different ways to keep each other informed or to look up information about the building work.
