First-time application for a driving licence

You have passed your driving test. Congratulations! You may now apply for a driving licence.

Driving licence

What is it?

A driving licence is proof that you may drive a motor vehicle or ride a motorcycle. It is also an identity document, so you can often use it to provide proof of your identity. A driving licence is valid for up to 10 years.

How does it work?

  • A driving licence allows you to drive a motor vehicle or ride a motorcycle.
  • A driving licence is often accepted as valid proof of identity.

What are the conditions?

You need to have been registered in the Municipal Personal Records Database (GBA) for at least 185 days.

CBR certificates

The Central Office for Motor Vehicle Driver Testing (CBR) will register two certificates under your name in the driving licence register:

  • a certificate of driving proficiency and
  • a medical declaration.

The CBR usually registers these certificates on the first working day after you have passed your driving test.

Are you only applying for a category AM (moped) licence? Then you do not need a medical declaration.

Citizenship requirements

To obtain a driving licence, you need to meet one of the following requirements:

  • You are a citizen of one of the EU or EEA member countries or of Switzerland.
  • You have a valid residence permit.

For whom is it intended?

Anyone who has passed the driving test.

What will I need?

  • passport photo
    Strict rules apply to passport photos. For example, the photo needs to be in colour and has to be taken straight from the front. A list of all the requirements can be found in Passport photo requirements (pdf).
  • proof of identity
    Are you a foreign student? Then you also need to provide proof of enrolment from your educational institute.

The municipality will verify the authenticity of your identity documents.

How much will it cost?

Application for a driving licence: € 45.25
Expedited application procedure: an additional € 33.50

Please note: These fees must be paid upfront when you submit your application.

How long will it take?

5 working days.

Do you need your driving licence urgently? Then you may make use of the expedited procedure, in which case you will receive your licence after 1 working day (if the application is submitted before 14.00 hrs.). Additional charges apply to this procedure.

How do I apply/What do I need to do?

  • Visit your sub-municipal office in person to apply for your driving licence. You may make an appointment beforehand if you like, by phone or online using DigiD.
  • You will need to collect your driving licence in person from the sub-municipal office where you submitted your application. This has to be done within 3 months of submitting your application.
